Online registration procedure

Applications for admission are made online by uploading and correctly submitting all the necessary documents on the admission platform, according to the period:
• July 2026 session: July 13 – 17 (on the last day of online registration, 17.07.2026, the platform will be open for candidates until 14:00)• September 2026 session: September 7–9 (on the last day of online registration,  09.09.2026, the platform will be open for candidates until 14:00)

Candidates are responsible for uploading/submitting the documents correctly on the admission platform as per the specified indications. Candidates assume responsibility for the authenticity and correspondence between the digital/scanned documents and the original ones to be submitted to the candidate's file by signed written statement. The scanned documents required for registration are:

• Registration form (the completed registration form will be generated by entering the data by the candidate on the online registration platform https://admitere.ubbcluj.ro during the admission period). In order to generate the registration form, it is necessary to enter on the online registration platform the personal identification data according to the identity card (identity card or passport), birth certificate and/or marriage certificate, if applicable, the name of the doctoral supervisor offering the place offered in the competition and other information regarding the admission options. The registration form will be accompanied by an annex also generated by the platform.

• Application form (which also contains the declaration of ethnicity) according to the model on the website of the Institute of Doctoral Studies – only for candidates who opt for the places reserved for the Roma ethnicity
• Curriculum Vitae Europass format

• List of scientific papers (if applicable)

• Baccalaureate diploma

• Bachelor's degree/graduation diploma and supplement to the bachelor's degree/transcript bachelor's degree level or equivalent diploma

• Master's degree/advanced studies and supplement to the master's degree/transcript. Candidates who passed the dissertation exam in the sessions of the 2025-2026 academic year may submit at the time of registration, instead of the master's degree, the certificate issued by the educational institution, which mentions the general average, the averages obtained in the years of study, the credits obtained, the term of validity and the fact that the diploma was not issued. The studies carried out abroad are proven by certificates of their equivalence (both for bachelor's and master's studies), issued by the National Center for Recognition and Equivalence of Diplomas (CNRED) within the Ministry of Education. The cumulative number of transferable study credits acquired, according to the diplomas recognized by CNRED, must be at least 300. In the case of CNRED certificates issued with an electronic signature, the electronic version of this document will be submitted.

• Birth certificate
• Marriage certificate (only in case of change of birth name by marriage)

• Identity card

• Proof of payment of the fee for the admission competition (registration and processing fee, if the payment is not made online)

• Doctoral research project/proposal (see guide)

• The certificate of linguistic proficiency in an international language valid on the date of the entrance exam (for exceptions, see Annex 1 of  the UBB Methodology). If the candidate does not hold a language proficiency certificate, he/she must upload a declaration in which he/she chooses to assess his/her language  skills in an international language, by participating in the interview test at the doctoral school during the admission competition.

Confirmation of occupancy
• July 2026 session: 24-27 July (on the last confirmation day, 27.07.2026, the platform will be open to candidates until 14:00)• September 2026 session: 15–16 September (on the last confirmation day, 16.09.2026, the platform will be open to candidates until 14:00)

In order to confirm the place between July 24-27, 2026/ September 15-16, 2026, the candidates admitted to places financed by study grants will confirm the occupation of the places for enrollment, according to the provisions in force, online on the admission platform and physically, at the secretariat of the ȘD-RISS. The confirmation of the place is done online by uploading the signed study contract and following the instructions on the platform,  onsite, at the SD-RISS secretariat by submitting the following documents:

• The registration form generated in the dated platform, signed by the candidate. This document, generated by the platform, will print the date and sign holographically by the candidate. All the options regarding the occupancy of seats will be marked in order to be able to slide on unoccupied seats. The registration form will be accompanied by an annex generated by the platform that is delivered with the handwritten signature.

• Application form (which also contains the declaration of ethnicity) according to the model on the website of the Institute of Doctoral Studies – only for candidates who opt for the places reserved for the Roma ethnicity. Candidates who opt for the places reserved for the Roma ethnicity will bring to the registration (in the file) a written document issued by a legal organization of the Roma (signed and stamped), which certifies their belonging to this ethnicity. The written document from a legally constituted Roma organization (regardless of the field of activity of the organization) must contain the mention that the candidate is part of the Roma ethnicity and not the fact that he or she is a member of the organization in question.

• Curriculum vitae in Europass format, signed and dated

• List of published scientific papers (if applicable), signed and dated• Originals (for "true copy of the original" by the secretary ȘD-RISS) of the documents: baccalaureate diploma; the diploma of completion of the bachelor's studies (with the related annexes, as the case may be: transcript or diploma supplement); Certificate of language proficiency;• Master's degree or, as the case may be, equivalent bachelor's degree, in original. Candidates declared admitted to a budgeted place confirm the place by submitting the original diploma/diploma recognition document/certificate of the previously graduated university study cycle. Candidates who passed the dissertation exam during the academic year 2025-2026 will submit, for confirmation of their place, the graduation certificate, in original. The certificate is issued by the graduated educational institution; It mentions the general average, the averages obtained in the years of study, the credits obtained, the validity period and the fact that the diploma was not issued. Candidates enrolled in the doctorate have the obligation to submit/replace the master's certificate on the date of expiry of its validity period, with the corresponding diploma, in original.

• For candidates who have studies abroad, the original Certificate/Certificate of recognition/equivalence of studies by CNRED will be sent/submitted in original. The studies carried out abroad are proved by a certificate of their equivalence, issued by the National Center for Recognition and Equivalence of Diplomas (CNRED), attached to the relevant Ministry.

• The study contract (in 4 copies) with the signatures of the doctoral student and the doctoral supervisor.

• The plan of doctoral studies (in 4 copies) completed and signed by the doctoral student and the doctoral supervisor. This document is edited on the computer according to the instructions in the template (document available on the ISD and ȘD-RISS website). It will be prepared together with the doctoral supervisor using the offer of Doctoral Schools Courses 2026-2027, which will be published on the page: https://doctorat.ubbcluj.ro/ro/scolile-doctorale/, according to the indications provided by the secretary of the Doctoral School of International Relations and Security Studies.

• Birth certificate, copy and original;

• Marriage certificate (only in case of change of birth name by marriage);

• Administrative document of change of name (if applicable).

• The document (receipt, payment order, postal order) proving the payment of the fee for the admission competition, if the payment was not made through the admission platform

• The signed research project

• The candidates declared admitted on places budgeted with a scholarship will submit to the secretariat of the ȘD-RISS at the time of confirmation of the place, a document issued by the bank containing the IBAN of the current account in the name of the candidate.

• Candidates admitted by places With fee, listed as enrolled, they will confirm the occupancy of the place according to the procedure described above, with the mention that they will upload to the platform, upon online confirmation, and will submit to the Doctoral School, upon onsite confirmation, the receipt proving the payment of the tuition fee for at least the first installment. The tuition fee is paid online or at the cashier of the faculty to which the doctoral supervisor belongs (see the lists displayed on the pages https://doctorat.ubbcluj.ro/ro/admitere/.
