1. Summary of the project

The present Jean Monnet Chair project, bearing the title "Governance and Community Policies" is a communication project that triggers the dissemination of information and knowledge towards the envisaged target groups. The Jean Monnet Chair project is intended to extend the didactic program related to the following subjects: "From Maastricht to the Treaty establishing a Constitution for Europe", "Governance in the EU" and "Common Policies of the EU" to new target groups who have not yet been affected by the university curricula.

The arguments that reinforce the project proposal are determined, depending on the envisaged target groups, by the need to deepen the knowledge on the European integration process, the type of governance promoted in the European Union and Community policies. The envisaged target groups are first and foremost formed by the students who attend the courses of the Department of International Relations from the Faculty of History and Philosophy, the 1st and 2nd year M.A. students who attend the courses of the M.A. program " The Management of International Relations and European policies " organized according to the Bologna Process.

The third target group, represented by the civil society, shall benefit from the implementation of the Jean Monnet Chair project, due to the seminars that shall be organized every trimester. The reasons for including the civil society among the target groups lie in the need to obtain a stronger involvement from the part of the different organizations of the civil society in the decision-making process that is related to the promotion of regional development policies, the environmental and consumer protection policy. The civil servants who work for the local authorities constitute another category of beneficiaries targeted by the implementation of the present project, in particular in what regards the implementation of the local development programs.

The key objectives of the project focus on the promotion of new courses for undergraduate and M.A. students, the dissemination of specific information and knowledge for the civil society and local authorities.

The specific objectives of the Jean Monnet Chair project are the following:

 

a) the development of competences for further professional formation and a stronger cooperation between universities and the civil society;

b) attracting young candidates and graduate students towards a formation and a specialization in the field of European integration and governance;

c) the development of human and material resources within the "Babes-Bolyai" University and the Institute of International Studies (ISI) Cluj-Napoca for research and teaching purposes;

d) the permanent information of the target groups on European problems and the activity performed by ISI, in view of perfecting the research activity and involving them in the process of information dissemination.

 

The anticipated results regard the increase of professional expertise of the graduate and M.A. students, the acquisition of competences and skills in view of the efficient creation and implementation of policies and an increased efficiency of the activity carried out by NGOs.

The impact of the Jean Monnet Chair project shall be reflected in the increased appeal of the BBU University among the young candidates and the graduate students in what concerns the acquisition of specialized knowledge in the field of European governance and common policies and a stronger involvement of the civil society in the decision-making process at the local and regional level.

 

2. Aims and objectives

a) The development of competences for further professional formation

 

A better quality management of the upper education segment involves the development and improvement of the teaching methods, the permanent renewal of courses by giving a proper value to the results of personal researches or to those obtained by means of exchanges of experience as a result of the study visits abroad. All three courses mentioned in the project are obvious examples of the concern manifested by the teachers of BBU Cluj, in order to provide the students with information and knowledge at the same qualitative level like the one provided in the other EU member states.

b) Attracting young candidates and graduate students towards a formation and specialization in the field of European integration and governance

 

The envisaged courses include the most important elements that characterize the European integration process, the procedures through which the principles of good governance and the objectives on medium and long term of the EU programes are implemented. The beneficiaries of these courses, the undergraduate and M.A. students, will acquire the necessary abilities and competences to find the proper solutions for the problems related to the implementation of EU policies. The number of graduate students within the "Management of International Relations and European policies" M.A. Program has practically doubled during the last 5 years, this M.A. program being preferred not only by the young graduate students from BBU Cluj (History, Economic Sciences, European Studies), but also by the raduate students coming from other institutions in Romania.

c) The development of material and human resources inside BBU and ISI Cluj for teaching and research purposes

 

The increase of the scientific competences of the young PhDs and researchers can be accomplished by their participation to research grants, earned both at national and European level, national and international conferences and by publishing papers in international reviews. This Jean Monnet Chair project involves the participation of three young PhDs who are coordinated by a teacher that holds the title of senior lecturer and teacher within the Jean Monnet European Module. The accomplishment of this project represents an excellent opportunity for the young PhDs who are involved in the project to participate to international conferences, gain professional experience due to the study visits listed in the project and to publish the results of their researches in the form of books and articles in national and international reviews. The development of the material basis for research, by the acquisition of teaching materials, equipment etc. shall contribute to the increase of the scientific level of the written papers and the efficiency of the research activity.

d) The permanent information of the target groups regarding European problems and the activity of ISI Cluj-Napoca

 

The activity of the research team involved in the implementation of the Jean Monnet Chair project also includes actions that trigger the permanent information of the target groups on important events within both the EU and Romania, in particular on the application of community policies. This objective shall be accomplished by the creation of a Newsletter within ISI Cluj starting with October 2007.

e) The increased cooperation between universities and the civil society

 

The cooperation between the "Babes-Bolyai" University, through ISI, and the different organizations that represent the civil society constitutes an important objective; in the same time, an increased level of cooperation is strongly related to higher competences of teachers and researchers of BBU and their prestige due to the results of previous researches. In this project, an increased level of cooperation shall be obtained by the organization of seminars every trimester, during which, the topics subjected to discussion shall be chosen according to the requests formulated by the University's partners.
