This mobility project will seek to improve transatlantic undergraduate educational and training in public administration among the partner institutions. The project will familiarize students and faculty with a broad range of national perspectives on the key issues faced by the public sector and on ways in which the issues can be tackled and managed. The overall mission of the consortium will be to advance undergraduate training in public administration in an era of change. Dimensions of the changes underway in the public sector are primarily of two sorts.

*      First, there is the development of a range of new administrative and management practices, including target setting, agencification, and financial control in an era of intense pressures on public budgets. Second, there is the emergence of new policy and administrative challenges, ranging from security issues to dealing with drug problems.

By facilitating exchanges between students who are studying public administration, the partnership will promote a broadening of perspectives on the key issues and challenges being faced by the public sector. It will do so partly by bringing differing national practices and perspectives to the attention of students.  It will do so also by supplementing traditional classroom learning with internships, service-learning, practica, and simulations.

*      Our consortium will contribute to educational excellence and innovation in several ways. First, we will reach a large number of students who are likely to begin public service at the entry-level, more than likely have not had an opportunity to study abroad, and through our collaborative programs and mobility exchanges will add value to home-based programs. Second, we will construct permanent transatlantic partnerships around team teaching of core subjects in a hybrid environment-melding the traditional classroom experience with an interactive on-line classroom enrolling European and American students.

*      We will engage in collaborative research, write state-of-the-art curricula, and strengthen the transatlantic dimension of policies, policymaking, and public management. This project is a collaborative effort among experts in public administration and political scientists specializing in American, EU, Romanian, and British politics: such a comparative public administration and policy approach is underdeveloped both in the EU and the U.S.  This four-year project is expected to lead to new scholarship as well as innovative curricula that explore the intersections of these areas of inquiry.

*      Third, we will provide an educational space in which European and American students study, learn, and work together collaboratively in various settings, including the traditional classroom, on-line courses, internships with public entities, a simulation of a European Council summit, conference participation, study tours, and a leadership workshop. 

*      Fourth, we will encourage American students training in the field of public administration to appreciate the importance of improving their foreign language skills and knowledge of cultures in European member states and the EU. 

*      Fifth, our Consortium adds value to traditional exchange programs by facilitating student exchange around a theme-transatlantic public administration-and, a concrete objective-establishing a minor/diploma that can be earned through a combination of study at the home and host institution.

Public administration as a field of study offers numerous career prospects. Adding the transatlantic dimension to the traditional nation-based curriculum increases career opportunities. In terms of long-run impact, working cooperatively with partner universities can enhance training and learning and can also establish a network of public servants who are knowledgeable about both European and American public policy and administration. Hopefully, they will continuously interact and learn from one another throughout their careers.
